Come September and the S. S. Tarapore panel report was on the front page of leading Indian dailies. “Roadmap to free rupee rolled out,” stated The Indian Express, September 2, ’06, with a picture of Savak Sohrab Tarapore who is an eminent economist and former deputy governor of the Reserve Bank of India (RBI), accompanying the report.

The S. S. Tarapore panel was set up on the advice of Prime Minister Manmohan Singh to roadmap fuller capital account convertibility (CAC) and reforms which would make the Indian rupee freely available anywhere in the world (full float of the rupee). The six-member panel commenced work on May 1 and submitted its report by July 31, made public on September 1.
