Not the apex body

I have noted that very often the Bombay Parsi Punchayet (BPP) is referred to as the apex body. My understanding is that an apex body is the ultimate decision-making body/authority.
As far as I am aware, the BPP has no authority over FEZANA (Federation of Zoroastrian Associations of North America), ZTFE (Zoroastrian Trust Funds of Europe) or even the different anjumans in India and elsewhere. The BPP may be the richest Zoroastrian body but it certainly cannot be considered as the apex body.
The recent fiasco created by the trustees of the BPP confirms it is not worthy of being the apex body, certainly not over the worldwide Zoroastrian community.
