Kar seva at Udvada

The Sikhs perform kar seva at the Golden Temple pond and clean up the mud and slush within no time. Cannot the Parsis gather and clean up the Udvada beach and make it usable like any other beach? Are the punchayets of Surat, Bombay or Udvada prepared to organize such a kar seva?
